Call to Order
The Board of Education meeting was called to order at 7 p.m.

Public Hearing – Physical Education Waiver
District 54 is requesting a waiver from the Illinois State Board of Education that will allow the district to continue its current practice of elementary school students attending physical education classes twice a week with the PE teacher and a third day of physical education with their homeroom teacher. No one asked to speak at the hearing.

Freedom of Information Act Requests
District 54 received and replied to 20 Freedom of Information Act requests since the last report to the Board related to purchasing records and contracts with numerous vendors, utility and facility records, FOIA documents, transportation software, employee contact information and the number of union members.

Consent Agenda
The Board approved the following items on the Consent Agenda

  • The minutes from special open and closed session meetings on June 1, 2, 19 and 20, 2026.

  • Resignations, leaves, retirement, employment and salary adjustments of personnel

  • The bills payable report for checks dated June 12 and 26, and July 10 and 24, 2026

  • The treasurer’s reports on cash and investments for May and June 2026

  • The monthly updates of revenues and expenditures for May and June 2026

  • The purchase of property, casualty and liability insurance for 2026-27

  • A contract with Siemens for fire alarm and sprinkler system testing and inspections

  • The purchase of Lexia Core5 for reading progress monitoring and literacy intervention for kindergarten through second grade

  • The purchase of technology licensing and support

  • The purchase of audio/visual equipment updates

  • The destruction of the verbatim records of closed-session board meetings in December 2024 and January 2025 for which approved minutes already exist.

Board President’s Report
Board President Nick Scipione shared that District 54 has been busy this summer. Students have been engaged in camps; staff members have been involved in professional development; and board members have been engaged in meetings. He also thanked everyone who participated in the Pack the Bus school supply drive, the community Juneteenth celebration, and this week’s Induction Week for new staff. Mr. Scipione wished everyone a wonderful start to the school year.

DCAC Report
Board Member Bob Kaplan encouraged people to apply for the District Citizens’ Advisory Committee for the 2026-2027 school year. Applications are available online and the first meeting is Sept. 10.

ED-RED Report
Board Member Mary Kay Prusnick shared that ED-RED is hosting its Legislative Breakfast on August 10 at the District 54 Professional Learning Center. Mrs. Prusnick will be facilitating with Steve Miller, District 54’s assistant superintendent of business operations.

D54 Foundation Report
Board Member Jim Pye encouraged everyone to attend the upcoming Foundation fundraisers at Septemberfest Labor Day weekend and the Run to Read on Sept. 20. He thanked Pilot Pete’s for partnering with the Foundation during the nonprofit food booth day. Also, save the date for the annual SEA/SEEO Craft and Vendor Fair on Nov. 7, which also raises funds for the Foundation.

New Business

  • The Board approved the minutes of the regular and closed session Board of Education meetings on June 11, 2026

  • The Board appointed representatives to serve on the District Citizens' Advisory Committee for the 2026-27 school year.

  • The Board approved the continuation of District 54's membership in the Bartlett Area Chamber of Commerce (which includes Hanover Park), the Hoffman Estates Chamber of Commerce, the Schaumburg Business Association, the Greater O'Hare Area Regional Business Association, the Midwest Principals' Center, ED-RED and the Illinois Association of School Boards.

  • The Board authorized the submittal of a Physical Education Waiver to the Illinois State Board of Education.

  • The Board appointed Dr. Jillian Sagan as the superintendent of schools effective July 1, 2027. Click here for a letter from Dr. Sagan to the District 54 community.

Announcements
The Board welcomed all the new staff who are starting in District 54 this week and everyone who supported their onboarding.
