Call to Order
The Board of Education meeting was called to order at 7 p.m.

Public Hearing – Administrative Cost Cap Waiver
Due to reclassification of expenses in the 2025 Audit the 2026 Budget exceeds a 5% cap set forth in the Illinois School Code. Districts in the bottom quartile of administrative spending when compared to other districts in their group can hold a public hearing and waive this limitation with Board action. District 54’s administrative spending per pupil is among the lowest, ranking 337 out of 365 elementary districts. No one asked to speak at the hearing.

Public Hearing – Physical Education Waiver
District 54 is requesting a waiver from the Illinois State Board of Education that will allow the district to continue its current practice of elementary school students attending physical education classes twice a week with the PE teacher and a third day of physical education with their homeroom teacher. No one asked to speak at the hearing.

Public Comment
One parent spoke about the language proficiency of students in the dual language program.

Freedom of Information Act Requests
District 54 received and replied to nine Freedom of Information Act requests since the last report to the Board related to purchasing records, contracts, employee contact and salary information, sexual assault awareness month and mental health awareness month.

Consent Agenda
The Board approved the following items on the Consent Agenda

  • Resignations, leaves, retirement, termination and employment of personnel

  • The 2026-27 salaries for administrators, non-represented district office staff, and operations and maintenance staff

  • The 2026-27 rates for substitutes

  • The treasurer’s report on cash and investments for April 2026

  • The monthly update of revenues and expenditures for April 2026

  • The 2026-27 workers’ compensation insurance policy

  • A resolution reappointing Steve Miller as the District 54 treasurer for the period 2026-28

  • Intergovernmental agreements for a one-year extension of the intergovernmental agreements with the Hoffman Estates Park District, the Golden Corridor Family YMCA and the Schaumburg Park District for the use of District 54 facilities for before- and after-school care

  • Intergovernmental agreements with the Village of Schaumburg, Elk Grove Village and Village of Hoffman Estates for school resource officers

  • The purchase of technology licensing and support

Board President’s Report
Board President Nick Scipione congratulated all of the eighth-grade graduates and the District 54 retirees. He applauded the students who competed in the District 54 Battle of the Books. Mr. Scipione also invited everyone to attend the Juneteenth event at Harper College on June 20.

DCAC Report
Board Member Bob Kaplan encouraged people to apply for the District Citizens’ Advisory Committee for the 2026-2027 school year. Applications are available online.

ED-RED Report
Board Member Mary Kay Prusnick shared that she and Assistant Superintendent Steve Miller both presented at ED-RED and Lake Regional Office of Education Mini Summit today.

D54 Foundation Report
Board President Nick Scipione thanked everyone who supported the Golf Outing on June 8, and encouraged everyone to attend the upcoming Foundation fundraisers at Septemberfest Labor Day weekend and the Run to Read on Sept. 20

New Business

  • The Board approved the minutes of the regular and closed session Board of Education meetings on May 7, 2026

  • The Board approved the 2026-27 Tentative Budget.

  • The Board approved a resolution calling for a public hearing on the 2026-27 Budget at 7 p.m. September 10, 2026.

  • The Board approved a resolution abating a portion of the Working Cash Fund.

  • The Board authorized the submittal of an Administrative Cost Cap Limitation Waiver to the Illinois State Board of Education.

  • The Board authorized the submittal of a Physical Education Waiver to the Illinois State Board of Education.

  • The Board approved a memorandum of understanding between the Board and the Schaumburg Education Association.

Adjournment
The Board adjourned at 7:38 p.m. to enter closed session for employment/appointment matters.
